Sam is a senior associate in the Projects team, having joined the firm in 2015.
He focuses on projects that relate to the provision of public services, predominantly in the transport and healthcare sectors. Sam advises procuring authorities, publicly owned service providers and private companies on a range of regulatory and commercial issues.
Experience
- FirstGroup plc: Advising FirstGroup on regulatory and commercial issues arising in connection with publicly contracted and open access rail operations.
- Transport for Wales: Advising Transport for Wales in connection with the nationalisation of rail operations and ongoing rail operations.
- Vaccine Task Force: Secondment to the Government Legal Department team within the Vaccine Task Force during the COVID pandemic, including advising on arrangements for treatment trials and the distribution of vaccines to overseas territories.
- ORR: Working alongside Frontier Economics to support the Office of Rail and Road in its review of the access charging framework.
- Rolling Stock: Supporting various operators (including FirstGroup train operating companies and TfWRL) in drafting and negotiating arrangements for the manufacture, maintenance and leasing of rolling stock.
