Independent UK law firm Burges Salmon, alongside Frontier Economics, were commissioned by the Office of Rail and Road (ORR) in late 2023 to undertake a strategic review of options for how rail access charges could be set.
This report has been prepared based on an independent analysis and the legislative framework as it stood at the time of writing. We note that there has since been a change of Government and the rail landscape has subsequently changed.
