Overview

Lynsey is a senior associate in the firm's planning and compulsory purchase team. She specialises in matters relating to the consenting of residential and energy projects, assisting with planning applications, appeal hearings and inquiries and judicial challenges.

Lynsey negotiates sections 75 and section 106 agreements and advises on environmental impact assessment requirements and reviewing EIA reports, planning applications, and drafting and advising on planning appeal documentation. She has also advised local authorities, landowners and promoters on the CPO process and compensation.

Lynsey is noted as a ‘Rising Star’ in Legal 500 2024 and as an ‘Associate to Watch’ in Chambers UK 2024.

  • Assisting in advising a landowner-developer on a residential-led (1,500 house) mixed-use scheme in West Edinburgh, including advising on planning applications and appeals.
  • Assisting in advising a housing developer on their successful judicial review of the Scottish Ministers’ consultation in relation to proposed amendments to ‘Scottish Planning Policy’.
  • Assisting in advising a land promoter on their successful judicial review of the Scottish Ministers’ refusal of their planning appeal.
  • Advising a developer on their successful planning appeal in relation to the residential redevelopment of a listed building, including drafting and negotiating a section 75 agreement with the local planning authority.
  • Assisting in advising National Highways on a number of Compulsory Purchase Orders and Side Roads Orders.
  • Assisting in advising a local authority in relation to a Compulsory Purchase Order for town centre regeneration.
  • Assisting in advising on the consenting of section 36 and major onshore wind projects.
  • Advising developers and funders, on consenting matters in relation to the acquisition of on-shore wind and battery storage developments.
