About

Steven is a partner in the Pensions and Lifetime Savings department, based in our London office. He is a well-known, highly respected and popular pensions lawyer, who has operated successfully in the London pensions market for over 35 years.

He advises public and privately owned employers and corporate and individual trustees on all aspects of pensions law in England and Wales. His practice base is broad with an emphasis on defined benefit and defined contribution pension plans and arrangements – for example:

  • The pensions aspects of commercial transactions, flexible apportionment and scheme apportionment arrangements.
  • Scheme funding negotiations, innovative funding structures including asset backed funding arrangements.
  • The amendment, merger, rationalisation and reorganisation of multiple group defined benefit pension schemes including scheme to scheme surplus transfer, changing benefit structures of defined benefit pension schemes to introduce defined contribution/career average benefit structures, including communication and consultation requirements.
  • Closure and termination of all types of pension plans, de-risking and risk transfer of pension liabilities, the transition of schemes to the Pension Protection Fund using regulated apportionment arrangements.
  • Resolving pensions disputes before the Pensions Ombudsman and the High Court.
  • Legislative change and impact, including the Pensions Acts 1995, 2004, 2008 and 2021, the Finance Act 2004.
  • Resolving funding disputes before the Pensions Regulator and the powers of the Pensions Regulator, including contributions notices, financial support directions and scheme funding tie-breaker powers, etc.

Steven is a member of the Association of Pension Lawyers, a Council Member of the Society of Pension Professionals, an Associate Member of the Pensions Management Institute and is APMI qualified, and holds the Association of Professional Trustees Certificate.

Experience

  • International oil and shipping conglomerate: Advising on a global corporate reorganisation to manage c.£1 billion pension liabilities and settling subsequent negotiations with the Pensions Regulator.
  • International oil company: Advising on the group merger of 13 defined benefit pension plans into a single new plan in excess of £1 billion in value and the introduction of new defined contribution arrangements for new employees.
  • Trustees: Advising the trustees of c.£6 billion group pension plans of an international aviation, energy and healthcare conglomerate on all aspects of the day to day operation of the plans.
  • International information technology and computer corporation: Advising on the sale of a UK division with c.£3 billion pension obligations across two defined benefit plans and subsequent complex funding negotiations.
  • International IT services conglomerate: Advising on the closure of its group defined benefit pension arrangements, scheme funding negotiations and the transfer of surplus assets from one group scheme to another.
  • International diversified engineering and technology company: Advising on complex scheme funding negotiations, the management of historic equalisation and other liabilities, and the closure of complex escrow funding arrangements.
