Overview

Gemma is a partner in the firm’s Dispute Resolution team. She is supported by our extensive dispute resolution practice.

Gemma has an extensive background in public sector law and practice. This includes a range of strategic roles in public inquiry work including advising on and implementing documentary preservation, collection and review; witness support; developing and managing key policies and protocols for running an inquiry; and inquiry report drafting and review.

Experience

Previous experience includes:

  • Working for the Government Legal Department for over ten years on high-profile, complex policy and legal issues. This includes the drafting and passage of legislation, high profile judicial reviews, national security litigation and as a lead negotiator for the Northern Ireland EU Exit negotiations.
  • Conducting complex public inquiries including as Secretary to the Brook House Public Inquiry, which investigated the mistreatment of individuals detained at Brook House immigration removal centre and leading the key Core Participant team to one of the largest statutory inquiries.
