Louis is an associate in the Projects team, having trained at Burges Salmon and qualified in September 2021. Louis has experience advising both private and public sector clients on a range of projects with a particular focus on the transport sector.
He has worked across a variety of rail operational and infrastructure projects, advising on infrastructure financing and services contracts, rolling stock purchase, manufacture, maintenance and leasing arrangements and rail regulatory issues including depot access. He also has in-house experience following a secondment with FirstRail.
Experience
- West Midlands Trains (WMT): Advising WMT on the private financing and development arrangements at Bletchley and Tyseley depots, including the regulatory interface.
- Transport authority: Advising a devolved transport authority on various maintenance services tenders, drafting services specific amendments across the front-end terms and suite of associated schedules including specification, technical and contract management provisions.
- Transport authority: Advising a devolved transport authority on the purchase, manufacture, supply, maintenance and leasing of various rolling stock and associated equipment, along with redelivery and repairing arrangements.
- Rail operator: Advising a rail operator on rolling stock and associated equipment arrangements including redelivery and simulator services.
- Rolling stock company: Advising a rolling stock company on the funding for fitment of technical equipment, associated variations and preparation of lease side agreement.
- Transport operating companies: Reviewing and drafting terms and conditions of service for various forms of transportation across a number of transport operating companies.
