Lucy is a partner in our Commercial & Technology team, and is a key member of the firm’s Technology sector team.
She specialises in technology transactions, data and privacy with a particular focus on the public, transport and healthcare sectors. She has extensive experience advising both customers and suppliers on major technology procurements, technology licensing, complex commercial arrangements and the adoption of new technologies. She also regularly advises on the lifecycle of privacy compliance including development and implementation of policies and practices through to complex data sharing arrangements and data breaches.
As part of her work, Lucy leads Burges Salmon’s involvement in the Self-Driving All Party Parliamentary Group, is a technical co-author on the British Standards Institution (BSI)’s PAS 1882 on data for automated vehicle trials incident investigation and authored the BSI White Paper ‘Self-Driving Vehicles: what’s ahead of us?’ linking UK legislation and technical standards.
Lucy is qualified to practise law in England & Wales. She is recognised as a Next Generation Partner in Legal 500.

- Mark43: Advising on its expansion into the UK, including the licensing of its SaaS solution to Cumbria constabulary.
- FirstGroup: Advising on its services agreement involving the licensing of data and software to facilitate the monitoring and use of batteries as part of FirstGroup’s bus fleet and infrastructure decarbonisation programme.
- Leading NHS foundation: Advising on privacy compliance in respect of the adoption of new technologies to assist delivery of services to patients and service users.
- Confidential government client: Advising on its multi-supplier, multi-lot £5+ billion framework for technology services covering the full lifecycle of services from inception, development and deployment.
- Confidential public sector client: Advising on multiple business critical technology procurements including in relation to a multi-lot £100+ million technology contracting framework and a value-added reseller framework.
- Arts Council England (ACE): Advising on technology procurements, including in relation to audience engagement tools for ACE’s national portfolio organisations, and on data privacy with a particular focus on complex data sharing arrangements.
