Punim is a specialist in subsidy control, public procurement and trade remedies and regularly works on complex and large-scale projects in high-stake environments.
With over 15 years of expertise on procurement matters, he is trusted by an array of contracting authorities to advise on strategically important and high-risk procurements. His expertise extends to supporting business cases for Ministerial approvals, developing procurement documentation, training evaluation teams and advising on procurement challenge risk and mitigation both under the Public Contracts Regulations 2015 and the Procurement Act 2023.
He has a wealth of experience on subsidy control and EU State Aid matters and has advised on some of the largest subsidies awarded by the UK Government since the inception of the Subsidy Control Act 2022. This includes undertaking Commercial Market Operator analysis, producing principles assessments, making submissions to the Subsidy Advice Unit (Competition and Markets Authority) and negotiating funding agreements.
As Head of Trade Remedies, Punim leads a team supporting UK and foreign companies to navigate trade remedies measures and investigations initiated by Government. He supports clients in all aspects of investigations, from engagement with the Trade Remedies Authority during investigations through to representing organisations that are impacted by trade measures.
Experience
- UK Industrial Fusion Solutions Ltd: Leading on all procurement aspects of the STEP programme, a £20 billion competitive dialogue procurement to construct a prototype fusion power plant.
- Kent County Council: Subsidy control advice and negotiation of the funding agreement in respect of a £45 million grant to the Port of Dover for the Dover Access Improvements project, including submissions to the Subsidy Advice Unit (CMA).
- UK Research and Innovation: Subsidy advice and negotiation of funding agreements on various projects – a £210 million grant to Rolls Royce SMR, £1.6 billion funding to Catapult organisations and the £200 million Whole Genome Sequencing Project.
- Large PLC: Advising an overseas PLC in respect of the anti-dumping and anti-subsidy investigations into the imports of excavators from China.
- Ofcom: Advised on all aspects of the £45 million procurement of IT services (market engagement, FTS notices, drafting SQ, ITT and contract, clarification questions, evaluator training, drafting standstill letters).
