Liz Paraskeva Senior Associate

Liz is a Senior Associate in the Burges Salmon Planning and Compulsory Purchase team. She is an experienced development and regeneration lawyer, who has worked both in private practice and extensively in local government.

She is a member of the Compulsory Purchase Association and provides multi-disciplinary advice and guidance from the drawing up of proposals through to confirmation and vesting, agreeing voluntary agreements in parallel. Liz has experience advising both on promoting and objecting to CPO and also in promoting DCO schemes, including advising on appropriation, land rights and compensation issues.

• Supporting the Isle of Anglesey County Council, North Somerset Council and Severn Trent Water on the promotion of CPOs and planning matters.
• Acting for London Borough of Enfield on the Meridian Water CPO for Strategic infrastructure works to facilitate its £6billion 25-year regeneration project. Successfully negotiated voluntary agreements to enable all objections to the CPO and related open space application to be withdrawn.
• Representing a range of promoters on CPOs, including: London Ashford Airport Limited in conjunction with the proposed airport runway extension, Nemo Link Limited for its cross-channel interconnector project, LB Lambeth on delivery of their Estate Regeneration Programme at 3 Estates, LB Barnet on the Grahame Park Regeneration and London Borough of Enfield on Planning, Housing and Highways schemes.
• Successfully representing a Housing Association in its objections to the Three Rivers District Council South Oxhey CPO.
• Successfully dealing with settlement of compensation claims, including references to the Upper Tribunal (Lands Chamber).
• Assisting the promoters of energy, infrastructure, onshore and offshore wind and transport schemes at various stages during the DCO preparation, application and examination process. Projects include: Mona Offshore Wind Farm, Richborough Connection, Hinkley Point C Grid Connection, Manston Airport, A63 Castle Street Improvement-Hull project, A19 Testos Junction Improvement, Lower Thames Crossing, Able Marine Energy Park and London Resort.
• Advising Gloucestershire County Council on highways and land related issues in relation to the development consent order application for the M5 Junction 10 Improvement Scheme.
• Acting for developers and local planning authorities on a range of Section 106 and highways matters.
• Acting as legal advisor for planning committee for the London Borough of Enfield. Supporting planning officers with preparation of reports, advising on legal, equality and governance considerations.
• Advising on planning inquiry and appeals on a number of major schemes. Defending the Council’s position on Planning Judicial Review Cases, coordinating with representatives for Interested Parties.
