Matthew Ramus Partner

Matthew is a partner in the firm's projects team. Matthew specialises in major PPP, PFI and outsourcing projects, particularly in defence, transport and education. He also has significant experience of advising on shared services projects and strategic partnership/joint venture arrangements for both public and private sector clients.

• Advising Ascent (a Babcock/Lockheed Martin joint venture) on the Rotary Wing procurements of the UK Military Flying Training Systems PFI project.
• Advising National Express on major international transport and infrastructure projects in the Middle East.
• Advising the Ministry of Defence on the procurement of search and rescue and support helicopter services in the Falkland Islands under the Defence and Security Public Contracts Regulations. 
• Advising ABC Electrification Limited (an Alstom/Babcock/Costain rail electrification joint venture) on its incorporation and the associated contractual joint venture arrangements and subsequent contracts with Network Rail.
• Advising the Department for Education on the creation of independent, not-for-profit companies that deliver children's social care services on behalf of Councils, pursuant to statutory Directions issued by the Secretary of State for Education. These are first of their kind models in the UK for the provision of children's social care services.
