Cheryl Parkhouse Senior Associate

As a member of the firm's projects team, Cheryl regularly advises on a wide range of commercial transactions, notably in the energy and public sector. She advises a diverse range of clients from private sector supply chain contractors and international clients, to public sector bodies and regulators. 

Cheryl is also a regulatory lawyer specialising in nuclear and environmental regulation on industrial sites. She has over 10 years’ experience in advising on nuclear decommissioning and the transport of nuclear materials, with particular expertise in nuclear liability and indemnities. 

Cheryl has undertaken a number of long-term secondments with the in-house legal teams of key clients in the nuclear, defence and rail sectors. She is contributing author to the Burges Salmon Guide to Nuclear Law (2011 and 2015 editions) and to Delivering Energy Law and Policy in the EU and the US – A Reader (edited by R.J.Heffron & G.F.M. Little (2016)). 

• Advising and negotiating cross-border agreements including for the purchase and transport of nuclear material and nuclear-related goods involving private and public foreign parties and also in the technology sector
• Advising as a core team member on the £multi-billion asset use programme for the NDA, including disposal of a nuclear fuels manufacturing business and negotiating the commercial arrangements for nuclear new build at Hinkley and Moorside, including the negotiation of risk management arrangements; cooperation agreements between neighbouring site operators and interface with Government.
• Drafting and negotiating complex international customer contracts in a regulatory context.
• Advising on the apportionment of liability and management of risk in public sector commercial transactions including negotiating nuclear liability issues and indemnities in both UK and international liability regimes.
• Advising on and negotiating public sector contracts in the energy and technology sectors.
• Advising on a successful ratings appeal to the Upper Tribunal.
• Assisting a key client with its Brexit preparations, with regular interface, negotiation and cooperation with other European governmental departments.
