Jordan Coulton Chartered Legal Executive

Jordan started his legal career as the country’s first Higher Legal Apprentice and has over 10 years of case handling experience. Since November 2017, Jordan has assisted a range of clients such as NHS Trusts, social care providers, local authorities, Police Forces and private companies in Coronial proceedings. This includes advocating on behalf of clients at Pre-Inquest Review Hearings and the substantive inquest hearing.

Jordan also has experience of assisting healthcare practitioners through the fitness to practice process.

During a 14-month secondment at the largest Police Force in the UK, Jordan was part of the Legal Team assisting the Commissioner during the Undercover Policing Public Inquiry.

Jordan’s key experience is as follows:

• Part of the legal team assisting an ambulance Trust for a jury inquest which lead to judicial review (JR) proceedings concerning the Coroner’s decision that Article 2 of European Convention of Human Rights (ECHR) was not engaged. The JR eventually reached the Supreme Court (Maguire v HM Senior Coroner for Blackpool & Flyde).
• Part of the legal team assisting an NHS Trust in relation to the death of an infant where the Coroner ordered disclosure of materials gathered as part of a HSIB investigation. This was the first of its kind in the country.
• Represented and advocated on behalf of a Mental Health Trust and Community HIV clinic at two separate Article 2 ECHR compliant and jury inquests.
• Represented a NHS Trust at an inquest where he successfully applied and advocated for reporting restrictions on Public Interest grounds.
• 14-month secondment within the Legal Team (including satellite litigation team) of the country’s largest police force responding to the Undercover Policing Public Inquiry.
• Acted for a dentist in their High Court appeal which clarified the law relating to the timescales for when an immediate suspension notice will take effect if the suspension is subject to an appeal Aga v General Dental Council [2023] EWHC 3208 (Admin). This decision overturned a long-established interpretation of the law adopted by all healthcare regulators and is due to be heard in the Court of Appeal.
