Overview

Matthew is a director in the firm’s financial services and financial regulatory practice groups.

Matthew joined Burges Salmon from JPMorgan Chase, where he was Co-Head of Compliance with responsibility for overseeing regulatory compliance for Chase UK's new digital financial services products.

A skilled financial services regulatory lawyer and compliance specialist, Matthew regularly speaks externally on regulatory reform, particularly on the FCA’s Consumer Duty. He is also a regular judge for the International Compliance Association’s annual awards programme.

Prior to Chase UK, Matthew was General Counsel at GoHenry, where he headed up its UK and European Legal team along with being part of GoHenry's Executive Management Team. Additional roles that Matthew has held include Head of Compliance at Dojo; Senior Counsel, Head of Credit Legal at Revolut; Compliance Advisor and Conduct Risk Lead at Investec; and Head of Banking and Credit Compliance at Barclays Private Bank. 

Experience
  • Drafting banking, consumer credit, insurance, mortgage, payment services and wealth product terms and conditions for UK banks and fintechs.
  • Secondment with the FCA on the transfer of consumer credit regulation.
  • Advising various global banks and fintechs on the regulatory perimeter, and the impact of regulatory reform, including the implementation and embedding of the FCA’s Consumer Duty at GoHenry and Chase UK.
  • Controlled Function holder, SMF16 Compliance Oversight, and authorised by the FCA while at Dojo.
  • Advising firms and individuals within UK banks, fintechs and insurers on the application of the Senior Managers and Certification Regime.
  • Advising UK banks, fintechs and insurers on regulatory compliance policy, procedures and training; and advising on building and scaling controls environments.
  • Managed regulatory relationships with both domestic and international regulators for a fintech.
  • Executive-level legal lead on corporate and commercial matters at GoHenry, including advising the Board of Directors and Executive Management Team on due diligence and change management.
